if you have either pokemon ruby, sapphire or emerald, after getting full pokedex (not national (i think)) you can go to one of the guys in the space station in mossdeep. a convosation will happen with numbers and if the number is higher than 56 he might let you go to the moon. There you catch deoxys and jirachy.
P.S. I am not 100% sure on this seeing as I haven't played pokemon for a couple of years.
