Yes, it is called "The Republic of Ireland". It was once scoffed at by the rest of Europe but an economic resurgence has made The Republic of Ireland quite successful.
The other bit (Northern Ireland) is still part of the United Kingdom.

Its been independant since the 1920s. Its just " Ireland " .
You should visit there sometiime. Wonderful country.

If by southern you mean in relation to Northern Ireland, yes it is - though it's usually just known as plain Ireland.
