When it's a blatantly unfair tax - like Thatcher's poll tax for example. I would also evade stamp duty on moving home if I possibly could - that is such a rip off.

As long as you have the right to change the tax laws by voting in representatives who will change those tax laws, then tax evasion cannot be ethical. Tax evasion costs everyone more money and more national debt.

When your personal private group sets forth in their code of ethics that it is acceptable to violate the law.
Ethics have nothing to do with law. Ethics are not universal. Every group, company, organization, professional association, religion and individual can have their own code of ethics.
So, if you or your group declare that breaking the law (tax evasion) is ethical, then it is. But that still doesn't protect you from the legal consequences.

The issue here is your phrasing ...."Tax evasion" implies an illegal or unethical behavior to avoid taxes and usually means lying on your tax returns by not reporting all of your income, etc. So of course tax evasion is unethical
However, researching and taking all of the tax deductions available to you legally, and making decisions on how do to things to minimize the taxes due is not illegal or unethical..
For instance, if you have a large gain the sale of your primary residence, you can exempt from taxation much of that if you reinvest the funds into another house. or if you have two houses and want to sell one the IRS allows you to exempt some of the income from taxes if you live in the one being sold for 2 of the last 3 years..
Our government has set up a very complicated tax code, they established tax deductions, and exemptions, for a reason it is not unethical to take advantage of them.

Tax evasion is not ethical! Lessening the tax burden through legal means is okay: by depositing money into your provident fund, for example!

Never. Everyone needs to do their share. I think the only ones that don't do it right, are the ones that can afford it the most,(fat cats) PS and look they know all the legal moves to make so they don't pay it.
