I'm on this survey site. On some of the offers it says to "Enter zip code with intent to participate" or "Enter email address with intent to participate" Does this mean I have to complete the whole offer or only a little bit of it?

Ignore that weird redhawgs person. He/She doesn't know that the reason people go on survey sites is to make money for participating in the offers they have. You do have to finish the whole offer, but you don't really have to complete any of the offers on the offer. Just click "yes". Than when the new window pops up, cross it off and go to the next page.

You most likely will have to enter the email and/or zip code IF you intend (want to or are) participating in the survey.

"With Intent" means what it sounds like -- by entering that information, you are indicating that you intend (and agree) to participate.

The purpose of the phrase is that you are giving permission (intentionally) for the company to do something -- send you emails, or whatever.
