if i get a vpn router will it stop the throttling of p2p connections.............or will i have to sign up with a service on the net?

Your ISP has full control over your connection's speed. They can throttle the port speed or limit bandwidth on certain IP ports or protocols. Adding a VPN router won't change that at all, nor will any 3rd party "service" have any effect on it.

P2P connections are usually fairly slow since the distant user's connection probably has limited upload bandwidth. Most SOHO internet connections are asynchronous, meaning that the upload speed is a small fraction of the download speed. It's not unusual to have a 5 Mbps download speed but only 256 Kbps upload. This effectively limits the speed of most P2P connections without any further action by the ISPs involved.
