I knew a woman who tried to kill herself this way and ended up bleeding for like 11 hours until someone came and got her help. Now she needs a bunch of operations and she'll never be the same again. If you bleed enough and don't die, you end up with brain damage in a nursing home, drooling.

If the artery is severed, the time is usually measured in minutes; if there is a smaller cut or injury, death would take longer, even hours. Yes you can die because you are losing blood. It depends on the physical condition that you are in when it happens . eg, were you running just before you were cut, if so your blood will be lossed at a faster rate because your heart was beating faster.
Usually it will take a few minutes to die. And yes it can be repaired by surgery.
