ok im a 15 year old guy and is it normal to have a long and fat penis i ask my mom and she said my dad is the same way

So you haven't learned yet that we all know that guys who go around saying that they have a big penis really have a small one. So its OK that you want to let everybody know you have a small one. Don't worry it will grow to a normal size over time.
If you really had a big one you would not need to go around telling everybody. It just means you will do get a girl into bed in a few years because you will have told her you are huge and she finds out that you only have a little one.
