The impact speed is simply the difference between the velocities of the two vehicles.

100 km/hr - 98 km/hr = 2 km/hr

The impact would be the same as if one car was motionless, and the other car was traveling at 2 km/hr.

That's a bit of a trick question. The way it's worded the answer is 100kmh, but I think the force is only 2kmh.
