they appear in my flour, cereral, rice. small dark colored bug.

They are called weevils and the only way to keep them out of your food is to keep the food in plastic or glass/sealed containers.
Weevils chew through cardboard and paper/plastic wrap, very easily.
Once a person has an infestation, getting rid of the food and proper food storage, keeps them away.
Very important to check USE BY dates when products are purchased.
People who have pets and are purchasing bird seed and animal feed out of bins should also beware of weevils.
That is the other way the insects come into the home. If a person can't properly store items in containers, it is best to Zip-Lock bag them and store in the freezer.

Mealy bug. Pains in the butt. I think it is in the product when you buy it. Some spices too.
