Define evil? Evil is a subjective term that means different things to different people.
Case in point, to a hardcore Christian fundamentalist, any person who is not a christen is misguided, any person who openly speaks out AGAINST Christianity is EVIL!
For the sake of this discussion I will make a few assumptions.
1) You are not a Christian fundamentalist
2) Your idea of evil is less religious in nature and more morality based.
3) When you say "evil people on top of the world" you are referring to immoral world leaders, giant corporation and financial moguls who break and or bend laws, abuse their power, cause needles suffer and will do virtually anything for the sake of power and control.
So, based on these assumption, the short simple answer is...Because they can.
Now, the next question is, why is it that they can do it? Well, for the most part, it's because we let them.
Forty years ago, when people were protesting the Vietnam war, there were people in DC and their local state capitals rain or shine. People gathered from all around the US and if other people didn't agree with their point of view, OH WELL!!! But today, Americans are too lazy to protest in person. Oh sure, if it's close to home...on a nice day...and American Idol is a rerun and there is a famous celebrity there to show how cool the protest is, then maybe we'll go out and show support. But if I have to drive more then 20 minutes and stand in the rain or the heat and miss my favorite TV show and then listen to people bad mouth my opinion and call me un-American, well, then I'm just not going to go! When civil rights were an issue, people were protesting on both sides of the issue, again, rain or shin, in the hot and in the cold. People had opinions and people voiced them. Today, if it's not on YouTube, it's not worth hearing or saying.
Face it, people are more concerned with who is going to die in the next Harry Potter novel or what celebrity is going to jail, then they are about what politician is proposing what legislation or what cooperate entity is supporting what government official or what illegal financial transaction is being committed by what department of the government.
And that's just the tip of the iceberg.

You know, that is a Hard question to Answer?But I am going to try and answer. this is only my opinion, sometimes when a person who for some reason or other, start to accumulate, Wealth,through good dealings or sometimes Bad, but the main reason is that some people acquire a lot of Wealth during their Life. But that Wealth created greedy people who in turn, when you think that bad things, should happen to them, is when they acquire a lot more wealth, you think they have enough they will be satisfied with it, but NO! that is when they become more greedier than before, that is when they gain a lot more power and would not Stop at nothing. So, I think that Evil people, are helped by the Devil, and they in turn Like what they possess, and they will not stop at nothing.

because they buy their way up to the top, they never really work for it. even if they do work hard for it but most of them turn to be evil after gaining power!Power which pretty much, define who they are. They become less emotional and less rational.
In short, evil people is on top of the world, because in the end, in the aftermath, evil people will be at the bottom of the line!God intended them to rule the world, but to failed in the end

An evil person has more options. An evil person has all of the choices available to an ethical person (e.g. work hard, be smart, etc.) and additional choices as well (cheat, lie, steal).
Furthermore, evil people tend to be more aggressive, which means that they put more effort into climbing to the top rather than doing useful things.
To some extent, success breeds success. The more power and money you have, the more options you have. So if you've cheated your way 2 steps ahead of an honest person, it's easier to get another step ahead of the honest person.
On top of that, there is some truth to the saying that "power corrupts". For example, if you start out as an honest politician, you will find that as you become more powerful, there will be more and more corporate lobbyists coming to bribe you (I mean, make campaign donations). There will thus be more opportunities for you to become more corrupt, and more pressure for you to do so.
Another problem, which is especially serious in the business community, is that you are under constant pressure to cheat or go out of business. Suppose, for example, that there are 10 car repair shops in your city. All are run by honest people. One day, an 11th shop opens up. The owner throws his toxic waste into the river rather than paying for it to be handled properly. His costs are below yours, so more and more people come to his shop. You have to either cheat as much as he does or go out of business.
In summary, evil people are more aggressive, have more options, and directly or indirectly pressure other people to become more evil.

Evil people, such as dictators, gain their power and influence through often violent force and persuasion. Instead of allowing for the chance of peace and harmony to flourish under freedom they choose to take whatever they want and disregard all others who may be affected by their actions. These evil people are often so twisted and powerful that stopping them can be very difficult.

They aren't really, they just think they are. And of course we do our best to perpetuate that illusion. We get what we believe in.
The worst part of the world is all the good people who don't do enough to disagree with the evil 'masters'. If 'masters' they truly be.
We live in self induced prisons. Our only jailors are ourselves, our fears and our laziness.

Because they have no empathy with the feeling of others so they don't let anyone or anything influence them from their course. There are some good people at the top too though, and generally they fair much better because they are also happy. They are strong, and uninfluenced by other people but they also have empathy and deal with people firmly but fairly.

Because evil people create power by causing fear in the good people. Think about it, could a good person torture and kill hundreds, thousands... Even millions? Or if you had a bully who beat you up in order to make you fear him, wouldnt you do what he said to avoid another beating?

Because they have no concience. There is a verse in the Bible somewhere that says..... "Be not overcome with evil, but overcome evil with good." You have to live by it.
