when you have gotten enough stars (fifteen maybe? i dunno) but when you get enough stars, as soon as you enter the castle, you'll see sunlight coming in from the window above you, and landing on a design.

stand in the sunlight and look at where the sun is coming from - you'll instantly be transported to the world where the flying hat is - you'll be flying, so be careful, you still have to go land on the platform and hit the button so that the hat can exist everywhere else in the game
