Tell her it's a new year...she'll have a new teacher, new friends. If she is really self conscious of her hand writing, have her practice, you sit down with her and do it too. It will be fun quality time together that she will never forget how you helped her to overcome a fear. She'll continue to come to you with problems as long as you keep listening and helping her.
Keep up the good work "Big Sis"!!!

Here are some suggestions:

For her handwriting, she should practice by writing the alphabet every other day or so. Then, have her write sentences. She can do anything as long as it involves writing.

If the teacher is mean then advise your sister to stay on her good side. I think at my school you could switch teachers. I don't know about yours though.

To make her excited tell her about the kinds of things she will do. In 3rd grade if we were good we got to do a bunch of arts and crafts.I am sure she will do that stuff to.

EVERYONE is scared when they enter a new grade. If she worries reassure her that everything will be fine. After a week of school she shouldn't be as scared.

tell her not to worrry ! =) i'm going into 8th grade and i'm kind of nervous because i might have a really mean english teacher, but she's really smart.
you can tell her how many new things you can learn, and how many new friends you can make ! also, her friends would be with her through 3rd grade.
tell her how fun you had in 3rd grade. her writing doesn't matter and if the teachers are mean, just.. tell her that teachers can be nice too. maybe you can help her improve on her handwriting, because you seem really nice to care for your little sister this much :D

Is the teacher that mean? Or is she just being a kid and exaggerated on it? If the teacher is that mean then can she move to a different school? Or maybe she can be transferred to a different class with different teacher? Discuss it with your parents about it. If she is just exaggerating then you can teach her how to write better. Be patient when you are teaching her. At that age she is still building her self confident, so, don't make her feel bad. Praise her at her accomplishments, small or big. But make sure that you don't over praise her or she might grow up with a big ego. She is lucky to have a sibling like you who cares about her well being.

Tell her that she can improve her writing by practicing. She should practice for 10-20 minutes everyday. Tell her to pay attention when the teacher is talking, follow the directions, ask questions when she doesn't understand things, and do her homework. Most teachers want to help kids learn (that's why they are teachers), but of course, as in everything, there are some who aren't typical. Few teachers are "mean" to kids who pay attention and do their best to do the work they are given. If this teacher is mean to your sister anyway, she should talk to her parents about it and have them talk to the teacher and then to the principal of the school if necessary.

talk to the teacher or have your parents do so.

Let the teacher know she needs some help in hand writing and how she's having anxiety over it. This will let the teacher know that everyone in the family knows the situation and the teacher wont be as likely to be "mean".

The fact that she can make new friends and that just because she doesn't have good handwriting doesn't mean that she isn't going to have a good time. Tell her that it is a very fun year and you do a lot of things and learn a lot of new things too.

Ask her if she wants you to help her improve her handwriting. And then help her! Gosh, what a easy thing to help her with and you could be her hero because you took the time to help her with something that was causing her great anxiety. Tell her the nice handwriting just comes with practice and WANTING to have nice handwriting. She is smart! She can do it!

U could tell her that everything would be ok, like what you have been through. U wouldn't know whether what she thinks is true. I mean, everyone has to face this years!
