If its being used to stop a 3rd World Country from developing when they have next to no development, then sure. However for the most part its used in an attempt to keep the natural environment from disappearing, or to try and prevent an economy from collapsing.

The environment part should be obvious, if the entire earth gets covered in skyscrapers and there's no grass anywhere, then where will all the cows go to make the steaks I love so much? Etc.

The economy part is a little harder, but imagine you're a government official, and want to promote economic growth in your country. You can do so easily by helping companies build their buildings, etc. But if you don't make sure those companies are actually bringing money/jobs into your country, then you're going to run out of money and not be able to "sustain" that economic development.

If I'm not mistaken, a lot of people have been concerned as to whether or not China's recent economic boom (Beijing has something like a 10% economic growth rate over the last 5 years) is sustainable or whether or not an inevitable bust is on the way.

If it isn't than it could be trouble for the people in China. If it is, than you can bet that the people currently in First Place (the US) will do everything in their power to compete (even if it means calling upon arguments under the guise of being humanitarian). Its hard to seperate the sheep and the wolves sometimes.

If China's economic development is sustainable, I personally don't support trying to tell them that it isn't (outright lying), but if it is the US population needs to get its act together and start embracing hard work to compete.
