HI, I HAVE A PORTABLE HARD DISK 250GB. IVE TRYED TO LOOK FOR A PROGRAMM THAT CAN ENCRIPT IT AND DECRIPT IT AND IT WORKS. BUT EVERY TIME I PLUG IT INTO ANOTHER PC IT IS NOT ENCRIPTED ANYMORE BECAUSE THAT PROGRAMM IS NOT INSTALLED!! IS THERE ANY PROGRAMM THAT ENCRIPTS IT AND THEN WHEN I PLUG IT INTO ANOTHER COMPUTER IT IS STILL ENCRIPTED?????????????

Look at TrueCrypt http://www.truecrypt.org
It will encrypt an entire hard drive for free.

You forgot to tell Which Portable Hard Disk, there are several out there. Each one can be and is different either in software, or connection, speed, and various other things that can affect it.
Here is an Example
iOmega has Zip drives that will allow the user to password protect the disks and when you connect to another computer it will mount and ask for the password to access the disk.
