Honestly... I'd ask if you were ok and if I could get you anything. I would not hug you because I don't know you... but I would not IGNORE you.

honestly, i would probably walk on by. it's hard to comfort a stranger, when there could be a million reasons why they(you) are crying. now, if i knew you, it would be easier to find out what's wrong, do the huggy thing, maybe even try to bring out a smile in you.
