Yes they can, but the WAY they place the cameras is limited in many jurisdictions. Most place the cameras at the entrances/exits of each individual dressing room to see if you carry the same items out that you brought in.

At Kohl's, there's a sign in the dressing rooms that say there is a female guard monitoring the dressing rooms so you don't steal any bras.

Even with a court order for surveillance law enforcement cannot place a camera in a home. Audio bugs yes. Cameras outside only.
They cannot be placed anywhere someone would normally disrobe or or expose themselves.

Yes they can, as long as they inform customers before they enter and have same sex monitors (i.e., women for ladies dressing rooms and men for men's dressing rooms). Knowing that you may be watched is sufficient notice. If you don't want to be watched, you will have the option not to shop there.

that's illegal and if you think that that's happening than you should cover some clothing over the camera and then call the police because they could be a perve or a child molester and video tape young teens or anyone under the age of 18.

No they can't. It is totally illegal but stores might do it to try to stop shoplifters. Cameras do come very small these days, so there could be one and you wouldn't even know.
