Suppose incident occurs in Oct 2008 - too late to choose new candidates before Nov election and too late to print new ballots/program new names in voting machines. Can Bush stop the election by decree? Someone said the House Speaker becomes President at end of his term (jan 09) , but what if Bush cited the terrrorist threat and refused to leave office? Would this Supreme Court actually rule against him?

Who knows what would happen since the courts and the politicians don't pay any attention to the law and the constitution. Legally the election should continue and someone, maybe a third party or a write-in would be elected.

However, the Supreme Court, Congress, and Bush might conspire to give Bush another term.

No. The election would take place as scheduled.

The vice presidential candidates would probably move up to the presidential candidacy and they would pick someone to be their running mate.

The timing of the Election is under the Control of the Congress, and how it is done is controlled by the States. If the president tried to call off the elections there would be riots in the streets.

The court would follow whatever the law says. I don't know what it says, but the election can be delayed a few weeks or so and not affect the Jan 20 change of office

There are more then two presidential candidates. The house speaker does not become president at the end of his term. The newly elected president becomes president at the end of his term.

The President is a minor position in the government, and cannot do anything in this case. He cannot site threats to keep his job, nor would he want to. It's a crappy job.

The Speaker of the House would declare herself to be the Vanguard of the Proletariat. That would be far more dangerous to the Republic.

We'd have to redo the primary elections. That would take some time, but It probably wouldn't affect inauguration day. There are several reasons the President doesn't get inaugurated until late January.
