Most if not all of it is illegal.
I am sorry that you got ridiculed for your language, I have read worse from Americans.
First you have to report the diary and you must tell your mother. It will break her heart, and add to the pain of cancer, but if her children are sent to jail it could kill her.
Theft from any store is shoplifting.
Burning illegal CDs is simple theft.
Taking mail is not only illegal, it is federal offense.
There are two ways to handle this.
1. Give the diary to the cops and let the worst punishments hit them; arrest on federal charges, a criminal record, and embarrassment to your parents, their parents and your friends. What’s worse if the prosecutor wants he can prosecute the 17-year old as an adult and the actions of the group are similar to a gang which brings in conspiracy and racketeering charges. If the prosecutor wants to make an example of these kids he can ruin their lives.
2. You can tell their parents. Let the diary do the talking for you. Then tell them that you have seen some of this happen and these are not stories that she is making up.
Any punishment that the parents will put on those kids will not be as bad as what lengths the police can go to. Since this minor criminal activity is a constant pattern the sum of the crimes is much worse than each crime taken by itself.
The next thing that has to be done is to break up “gang.” With these kids hanging around each other and egging each other to commit a crime their actions will get worse as time goes by. This is how criminal organizations get started. If the kids are not made to face up to the crimes and pay the penalty for them they will only continue and move on to even worse crimes. What they have done so far can be forgiven as major mischief, but the pattern they are setting leads to major crimes.

Well, First of all, Diary~NO! If it's not yours, it will only cause you upset.
Prime example, You are far too young to be deciding this on your own. I would go to a trusted teacher or advisor that could help me tell my parents, but your sister must know first and be given a chance to fess up.
Apologise for breaching her privacy and then tell her if she won't you have to. What these kids are doing is called "Anarchy", to the point where they don't care about anything but themselves. But they are putting themselves in a dangerous situation. Someone's gonna get shot.
You stay out of it, you tell sis, if that doesn't work, advisor, if that doesn't work then refuse to go anywhere with her "Because she is without honor and will bring you down whether you have done anything wrong or not. Stay away from all those kids and if Mommy or Dad ask you why, tell them. Then just get away from it, go visit Granma or something where your sister won't get away with her behavior by turning it around on you. My sisters were awful and I covered for them and they are terrible adults. I'm so sorry for you, no more diarys okay Kiddo?
By the way, when I got my very first house, the neighbors kids liked to come over here while I was at work and break anything they could (my dirveway?) Their idiot Mother just sat and watched. Of her three boys, she has two in jail and one in a mental hospital.
Shame on your sister and her fellow vandals! Thank Goodness for you!

Yes those things they did were criminal. If your sister wrote it in her diary then that is good but I am not sure it can be used since you went digging for it. You could check. You should share the information with your parents and let them suggest an answer as to what you should do with the information. If you know of the group, surely the cops know of them too and perhaps they just need someone to report mischievous activity from the clique or something before they can take action. Best bet though is to talk to your parents. I think they would appreciate it! :)

stealing is definitely illegal.
selling stolen goods is illegal.
Taking mail from a mail box in a federal crime - the Post Office and fed. govt. take that seriously.
I think it is better for them to be caught now, before they do worse, more dangerous things. Also, they will get MUCH smaller easier sentences if they are under 18.
Unless you tell police where to find stolen items or mail, the only thing i can think of is for you to take the diary to the police, or to the Postmaster at your local post office. I imagine you won't like that idea, but it is the best I can think of.

Here is the rub... Your in a known High crime area, driving an expensive car, late at night, that automatically puts you on the radar. Specially if your driving in the same area more then 5 times a week... Your going to be looked at, stopped , and field interviewed. Now depending on how this procedure was handled by you and the officers or officer will dictate, if this action should continue or not. If you popped off to him, or he popped off to you causing a contention. then you can count on this to continue to happen. I think the best way to explain this is ,, If the shoe fits wear it. If you meet 3 out of the 5 criteria for me to stop you in a high crime rate area, and your seen in this area at approximately the same time more than 5 times a week, you can bet your ***, im going to know who you are. If you can't convince me that you have good reason to be in this area, then your staying on my radar until one of two things take place. I prove that I"m right or you prove that your right. I'm sorry the officer bounced you off the car and fractured your arm. If he did this with Malice, then he was wrong and deserves to be Delt with, You have to look at both sides of situation. I know this is not what you wanted to hear, but its pretty much how it is.

ok, strict and decent people breed bad kids because, well, they dont know how to discipline their kids. and YES. that is VERY illegal. destruction of mail boxes is a felony, 5-10 years. petty theft is a misdemeanor, possesion of stolen property sale of stolen goods, identity theft and copyright enfringement are also crimes. all total, if these are minors, they can expect around 2- 5 years depending on how the judge rules. you cant do anything and i wouldnt advise doing anything either. let it run its course. if they get caught and your sister gets put in jail, she will have learned a hard lesson. but if not, then the phase will pass. just let her know that you know, and leave it at that. dont try to turn them in, it will just cause trouble. and being strict with your kids doesnt make them good kids, it just makes them more likely to rebel, but so will being to leneint. and decency is a facade that is easily put on and dificult to see past

Start by offering the kids a chance to come clean. If they do not, go to your parents first, then the other kids' parents. If they still refuse to do anything, you can make an anonymous complaint to the police. Most have a tip-line or anonymous call center.

Hon, the most honorable thing you can do is to tell Mom and Dad, let them do what they need to do for your sister and the other children, like tell their parents or call the police. They are the ones who will have to take care of your sister.

Yes, some of those things are illegal. Have a talk with your sister and tell her to stop what she is doing. If she doesn't stop then talk with your parents.
If you can, have a talk with the others or their parents.

they are criminals and you need to stay away from them. they will soon get caught. let them be punished by the law. tell your sister she needs to stop and let her know you will go to your parents if she continues. just don't make a drama out of it. be firm and let her know she is going to be in a lot of trouble with the police.
