It sounds like somebody assembled it wrong. Take a good look at how the parts are assembled and see if something has been put on upside down.
Another thing might be the "black thing" shouldn't have been left on.

Whatever the cause , you should fix it. Something is definately wrong.

These chairs are not self leveling. The 5 armed spider where the wheels are mounted is a fixed - arms do not move indivually. Reason for the 5 armed spider is it makes the chair much more stable from tipping than a 4 arm spider and a three arm is a death trap.

Check your floor; it may be uneven. Try the chair in other locations. If it is stable in other locations, your floor is uneven where you are using it.

Try to borrow a 6 foot long level if you do not have one. Place it on the floor with the centre of it approximately where the centre of the chair is usually situated. Place your hands about 2 feet either side of the centre of the level. Try rocking the level by pressing down gentily with one hand then the other hand. Rotate the level about 15 degrees and repeat keeping the centre in the same place. Repeat this until you are facing in the opposite direction you started. If the level rocks when you press down gentily with one hand then the other hand in one or more places, your floor is uneven. If the level moves more than 1/8 of an inch your chair will noticibly rock - the more the worse the rocking. If the level and there is no gap under the centre area of the level, your chair is at fault. One or more of the spiders are out of alignment. If it is a new chair, return it. If it is an older chair that is out of warranty, you have to replace it could be dangerous - one or more of the legs could break causing you to fall. Before you replace it check the wheels; one or more could be defective. if this is the case, price how much it would be to replace them as some are replacable. If they are not replacable, do not attempt to fix - replace the chair.

Fixing an uneven floor can be a difficult job if the floor is finished with hardwood, ceramic tile, wall to wall carpet, etc.

You could build a raised platform thet is even where you wish to use the chair. This will create a tripping, falling hazzard even if it is only 1 or 2 inches higher than to floor on which it is sitting.

Good Luck

Usually these chairs can be lowered or heightened by rotating the seat maybe thats what the black thing on the floor is for try spinning the seat around a few times and see if it moves. If this is not the solution call the manufacturer or where you purchased the chair.

It can either be spun around to raise the central shaft or it was assembled wrong - as a last resort, you could add spacers (washers) under each caster.
