Some airlines allow a limited number of pets on planes, but the restrictions are numerous. As for a fish in a bag of water? If the airline itself has no regulations against it, the Captain usually has the final say.

If I can't bring a bottle of water through security, i doubt you can bring your fish tank.

That's up to the individual airlines themselves to decide, but I don't think you can.
