the french govt and members of interpol - the police forces of the world. they make a financial contribution to Interpol HQ in Lyon, france. some poor countries cant even afford to pay a token sum

Hmm... I learned this last semester. I think its an international agency of police chiefs from different countries. They help share information on criminals who cross international borders and stuff like that.
