No, because I can make up a unique question pertaining to my particular situation and/or experiences. Just as everyone can.
That specific example combined with the near infinite number of questions that can be compiled from the world vocabulary makes it mathematically and logically improbable if not impossible.
As long as things change new questions will arise.

i would say no, as new things are developed, new questions arise, for instance, 20 years ago, no one was asking about making web pages

many things though i do think, if you think it someone sometime someplace has thought similar if not the exact same thing

i am still waiting to hear about the person who resists neutering a boy dog due to a belief in reincarnation, and while no personal belief in cross species reincarnation, wonders if they will meet a very mad man in a future life who is angry they had their b*** cut off, so i am waiting for the male dog birth control pill

probably not. Because if every question had been asked then we'd eventually have all the answers and personally think we'll never know everything and therefore there will always be a new question. :)
