Over the last few years the weather pattern have been very weird. Drought for 1 year and record rains the next.

We know they can seed clouds and things like that.

It's possible, but the fact that the weather is highly changeable is no evidence for it, it's always been like that. There's really not a lot of evidence for effective weather modification with cloud seeding or other techniques, so I doubt that the government is affecting the weather in any large way. It's likely that any experimentation they are doing is on a small scale.

The energy involved in weather is enormous. There is a huge nuclear reactor powering it, it is called the Sun. All energy sources on the planet are minuscule compared with that. Cloud seeding has been tried and the results are ambiguous. Small scale stuff like fires in fields to mix the air to avoid a frost or flying a helicopter up and down over a crop for the same reason do work but this is very small indeed.

Despite all the conspiracy theories on the subject, weather modification is a pipedream.
