Nitrates are water soluble, so if concentrates were to form in places besides deserts, the rain would simply dissolve them and wash them away.

Nitrites are evaporates, and the best location to find evaporates are in desert environments. Also, nitrites are good nutrients and when they are quickly taken up by flora, except when in sterile, saline lakes that periodically dry up.
