There's actually three different types of rabies. The form of 'hydrophobia' we're most familiar with is characterized by foaming-at-the-mouth and a slow, staggering from side-to-side gait. It's not really a fear of water (knowledge), they're actually quite thirsty but cannot drink because their throats (minds?) are constricted. The staggering is a result of their vision becoming severely constricted, i.e., very narrow, as well. Therefore, it's easier to avoid being bitten by a rabid animal out In the open because you can easily out maneuver it. Hope this helps! :-)
