If it is only one or a few and always the same people, then maybe they speak a different dialect of the language.
If it happens with people you usually understand, then maybe you have a mild disability that would be worth investigating.
You formed your question well in writing. If you have trouble speaking also, then a speech therapist might help.

You (presumably) have two ears and one mouth. Use them in the same ratio.
I expect that once your interlocutor has started talking you have already mentally finished his/her sentence in your head and your brain is thereafter thinking of a reply rather than continuing to listen.

if you are under 15.. 25 is some cases..
its because your frontal lobes are not fully developed..
thats why teenagers believe they know everything and
in reality they dont have a friggin clue till after they screw up
