pipe is clogged. Use a drain opener for toilets and use it regularly to keep it from happening again.

I wont repeat all of the good advice you have already gotten. The snake is the answer.
I do absolutely want to tell you and any other readers which piece of advice you should never, I do mean NEVER follow. For the love of POO, do not ever pour hot water down your toilet unless you want to learn a very messy and costly lesson.
Hot water melts wax, Wax seals your toilet to the flange, The toilet flushes slow, this means the wax seal melts and all of that water and waste that is not going down the drain will now force its way past the now weakened seal and end up on your beautiful floors. Human waste can be pretty nasty so please dont do anything that might put it on your floors.

It sounds like there ia an accumulation in the inverted trap that is built into the toilet. That is what needs to be clear for the fast siphon action that clears out the toilet contents.
Try adding some detergent or shampoo to the water as a softener, let it stay for a while, and then reflush. If that is not helping you need to get a toilet auger and run it through the toilet while twisting it around.

I have found pouring a bucket of hot water down the bowl will help,followed by plunging,repeat a few times.If that doesn't help refer to the first answer.They sell them for about 20 dollars or so and they are designed for toilets.You could also check the drain where it connects to your drain line,I would run your sink also to make sure it isn't plugged farther down the drain line.if the water drains out the toilet though that is a good sign

There is a main line to your toilet which may be blocked. I suggest you contact a professional plumber.
My daughter's "main line" gets clogged about every three or four months. She has two long-haired dogs and a cat who live in her house; shedding 24-hours a day. When she does her laundry, dog and cat hair are flushed down the washer drain into the main line. She and her daughter wash their hair in the shower, rinsing human hair down the main line.
The professional plumbing company she uses to flush her main line has told her the line is clogged with hair; but, she continues to allow her dogs to shed all over everything and wash her hair in the shower. She pays $120 everytime the plumber has to come to her house!
My daughter lives in a housing addition that was built over thirty years ago. I'm sure the builders, or city, did not anticipate the tremendous usage the sewage systems would be subjected to over time. Many sewer lines in older housing additions were only required to install 2" lines. Two inch sewer lines will not "carry off" a great deal of "gunk", and are easily "clogged".
Many who live in rural areas have "septic tanks", holding all the refuse from sinks, toilets, etc. These "septic tanks", when full, also have to be flushed in order to continue working at their optimum level.

Have someone follow the sound of water when you flush the toilet. You may find that you have a section that has collapsed. That happened to me once and I had to dig up 25ft of line and replace it.

Even tho you took it apart it may be still blocked. Do you have kids or small siblings if so the cannel may be blocked by a toy or toothbrush. I replaced a toilet the other day and there was nothing blocking it it was at the end of it's life span and this sounds like what yours is doing. good luck.......
