That would be more of a comparative...
Like the saying... " Anymore fun and it would be illegal".
More like a judgment on a society that makes anything truely enjoyable entirely illegal. An example would be a fundamentalist governed country such as Iran..

Sitting on the roof of a car doing 140 miles an hour while (trying) to sing "American Pie" at the top of your lungs without getting your mouth dried out and not making a resounding splat on the asphalt. That's illegal.
Then again...so is all the most extreme heart racing - gonna die in a minute fun I can think of...
