The egales would not have obliged because they are not ruled by one man or wizard. They only help if you have helped them in the past. If they had flown Frodo to Mount Doom then Sauron would have seen them and killed them. When Sauron's eye is above and in the sky the best place to get through would be on the ground with all the rocks to give you some cover. Hobbits never were flyers so there was also the possibility of them falling off in the middle of the ride.

It may be that the Ringwraiths, or what were the Black Riders - holders of the nine rings, had flying creatures to transport them. This was after their horses were wiped away in the flood when Frodo crossed the river to Rivendell.

So if the Ringwraiths now had these flying creatures, they may have attacked the eagles. The Ringwraiths were also drawn to the One Ring so they would have found it soon enough.

They can't let Sauron know where the ring is, so they have to hide. The all seeing eye would have seen them flying.

Also, if they were seen near or inside Mordor the evil armies would have attacked them and Sauron would have then obtained the ring.

Gandalf doesnt and cannot order the eagles to do anything because the eagles only follows the order of Manwe (the kings of Arda).

Sauron probably would have shot them out of the sky before they could dropped frodo off to destroy the ring because he was still at his full power.

I think there's something in the books that the eagles and other creatures don get on with man very well, its something to do with how man takes over the world and man truns its back on nature.
