If you don't already know how to sew, I would start taking classes and learn. You might also want to take a figure drawing class to learn how to draw models and be able to sketch designs. Researching is also important; join fashion forums online, pick up a WWD magazine, know that you must be on the cutting edge and know the latest (and future) styles and trends at all times.
From there, you may want to submit a portfolio to a fashion school. Yes, there are designers out there who do not have educational training but 98% of them DO. From fashion school you will further your sewing, sketching, and designing skills. You will also learn more about fabrics and the way they hang/drape, as well as their chemical properties (this sounds boring but it really is important!). You will also learn important aspects of the market itself which will definitely help you in your career. Most graduates out of fashion school are able to get an internship. Just remember to keep your options open and that not everyone starts out at the top. You may start off working for a small designer but from there you can always branch off and start your own name.
I think the most important thing would be to start looking at schools, though... design houses are much more likely to hire someone with some education in their background.

A) Learn to draw.
Draw a little every day. Learn to draw more than clothes, too. Definitely learn to draw people. Draw buildings and cars and plants and animals. KEEP YOUR DRAWINGS. Yes, even the ones that suck.

B) Learn to sew.
Sewing helps you learn how clothes are put together. Start simple, but don't be afraid to try something that looks cool just because it looks difficult. Start with patterns or minor alterations on your old clothes, but don't stay there. Halloween costumes are a good place to try something new that you're unsure of (gromits, linings, new fabrics or stitches). Learn to sew by hand as well as machine.

C) Learn to drape.
Or make patterns. (Interchangeable basic pattern pieces are called slopers, by the way.) You need to find some way to turn your ideas and drawings into actual clothes.

D) Never give up.

If you sew and actually make your clothes, then you can sell them on etsy, eBay, or get your own website. When you get older, go to a school like Parsons or FIT, both in New York, they have great internships, and high job placement for graduates. You'll have to start from the bottom up, like, as an assisstant, but it's how almost everyone starts. Good luck. Fashion has always been my dream, too. [Maybe we can go to FIT together. :)]

In highschool take classes that focus on sketches and art. Plan on going to a either an arts college (San Francisco School of Art is good) or a fashion design college (FIT or FIDM) Good luck! It is very hard to become noticed as a fantastic designer.

1] learn to sew - by hand, machine, embroidery, everthing ot make a wardrobe.
2] learn to draw - sketches must be able to be reproduced
3] work with fabrics - which ones drape well, which are stiff, what wrinkles and why, etc.
4] then go to a school of design - like RISD.
Good luck!

Studying hard is one of the basics, but you should also learn different kinds of style so you can attract some attention. Try sending some portfolio to colleges for them to take a look. Again explore your options. Hope this helps, it worked for me.
