What kind of shrub? Are the roots dead or do you see some small shoots coming up? What killed it?

A dead shrub (branches brown and crispy, roots dried out, no green shoots sprouting from the roots) cannot be revived.

With a dying shrub, you first need to identify the problem that is killing it. If it is growing in the wrong location (in sun but needs shade, in dry soil but need wet etc) then move it in the early spring or early fall to a more suitable site. If it has a disease, some diseases can be treated, some can't. You need to identify the disease.

If the shrub has simply been neglected, try pruning back and watering. Do not fertilize unless you are sure that it is suffering from lack of nutrients; fertilizing a sick plant can make it worse.

Depending on what type of shrub it is, you can either prune it, water it (although you would do this with all of them) or fertilize and mulch it.

If the leaves are yellow and the veins are still green, it means that it has a potassium defficiency and you can use sulphur of potash.

OOPS you did not say what kind of shrub....If it is an evergreen have you checked for bag worms. There is a bagworm spray for them.
