Has there ever been a hurricane to hit California? If so, when & where?

Despite what USA Today may claim, a hurricane hit San Diego, California in 1858. You can read an article about it here http://www.aoml.noaa.gov/hrd/Landsea/chenowethlandsea.pdf
Also, in 1976 the remains of Hurricane Kathleen moved into southeastern California. Although at the time this storm had been officially downgraded to tropical depression status, this was premature and the storm appeared to still be of strong tropical storm or weak hurricane strength. Although not generall acknowledged, hurricanes may be a greater threat to San Diego than earthquakes.

It almost happened last year when a Hurricane Emilia travelled parallel to Baja California.

But generally the waters are too cold for a hurricane to hit CA.
Remnants of a hurricane, yes.

It would be great if a tropical storm hit southern Cali this summer. That would really help with the drought and forest fires.

Yes but it's very rare though because the water isn't warm enough to support a tropical system that much.
