Freely falling body implies that there must be no other force except gravitational force.
In dealing with problems like this, we assume that there is no air resistance or we ignore air resistance.
When an object is thrown up, the only force acting on it is the gravitational force.
No other force except gravitational force acts on it.
Once it is freed from the force which made it to go up, it is a freely falling body.
Its velocity decreases as it goes up implies it is falling down.
Through out its motion if we do apply some force, [ pulling it up], then it is not considered as freely falling.

In Relativity, any body that moves under the influences of gravity alone is freely falling. In a freely falling elevator, Newton's Laws and Special Relativity apply without the introduction of fictitious forces. Yes, the ball that you throw upwards is freely falling after it has left your hand.

Basically a mass would not have motion unless its pushed by a certain amount of power. The power applyied on an object would experience an energy phenomena depending how long the power was applied to the object during its motion.This is called inertial motion. that means motion neglecting non inertial power.
If an object is driven drive down due to the pressure of gravity it will move toward the gravitational mass at an increasing power and energy of motion.This is called falling . The fall is not really free is is caused by gravity power.
If you throw a ball up (air neglected) away from the earth ,the ball will move against the gravity field till the its power of motion equal the gravity power pushing on the object. at that point the upward motion will stop.And the object will experince a downward gravity power forcing it to move back where its started from on the ground surface.
So an object in free fall means motion toward a large mass due to gravitaional field locked in power.
