he heard the sunnis were running out of ammo and thought if he could just arm them sunnis they would be able to kill more shittes then shiites would retaliate by killng more sunnis so on and so forth. (more fuel to the fire)

I think Bush is smarter than people give him credit for.
He is allowing the muslims to kill each other. Everyday there is less of them. If we do have to fight them there won't be many left. Just give them lots of guns and ammo and turn them lose.
