I report racist remarks. However a question could get a "star" to draw other peoples attention to it, even if it a "bad" question. For instance, if I see an idiotic question, I may choose to "star" to so that the people who are on my list of contacts will see the question. I may want others to see what an idiot this racist is or I may want to give some of my contacts, especially the ones who are very articulate, to answer an inappropriate question.

They likely have multiple accounts open and they thumbs up or star their own questions and answers using one or more of their other accounts to make it look like they have support. There are also people who star those questions so their contacts can find them easier to report them. The problem is that once their account gets "suspended" they create a new one and are back on within minutes. There needs to be a more effective way of blocking those individuals and it needs to be permanent.
