I think it is 16. The nth term in the series is 13, written in base (n+2).

13 base 3 = 111
13 base 4 = 31
13 base 5 = 23
13 base 6 = 21
13 base 7 = 16

To the guy downstairs: 111 is not a prime number. 3 * 37 = 111
