Universally, the top 3 are considered to be Buchanan, Grant, and Harding. Anyone who even considers nominating anyone from the past 40 years needs a history lesson.
Buchanan gets the nod in my book for doing nothing to prevent the slow slide into a Civil War.

Do you mean ever... as in the entire US history? Or ever.... as in the last ten years that I have been paying attention? If the former... probably somebody like Grant or Harding. If the latter.. pretty meaningless since such judgments are prone to the political biases of the respondent.

In our lifetimes, Jimmy Carter takes the red but Clinton takes the blue.
Bush has done a lot for this country and a lot of what he has had to do could have been averted had Clinton taken action earlier.

Actually, Warren Harding is widely regarded as the worst President ever.
If you want to get into botched foreign policy, Carter, Johnson and Kennedy aren't so great, either.
