I'm just wondering. I really do not want to waste money on a driver's permit if I do not need it. I was hoping that maybe I can just go and get a Driver's license without getting a permit when I turn 18. I live in California btw.

No. Not if you go in October. And for people who don't really read the rules, should know that you have to be under 18 for permit. So if you want it now then yes. If not and wait til 18th b-day then no.

I'm not sure about California, but Virginia law requires that a person under 18 have a permit for at least 30 days before taking the road test.

As far as I know, first you need the permit which allows you to practice on the road, without this you can't practice on the road because if there is an accident and you were with an instructor or a parent with a regular license then you are covered. But you can log on the the DMV in you state and they should have the answers there.
