Bush did not lie to the troops. Every intelligence agency on Earth thought Saddam had WMDs. We spent a year talking about invading Iraq before we decided to invade. Do you really think Saddam would have keep all those weapons around for the Americans to find? He had more than enough time to move any weapons possibly into Syria.

To say it is a lie requires you to know he knew the truth.

Bush recieved a lot of conflicting information. He chose to believe the information that allowed him to invade Iraq.

That makes him a bad leader, but not neccesarily a liar.
