it tells me that charge complete but dosent turn on

Try this: shut down completely. Disconnect the plug. Open the battery compartment (it's probably on the bottom or side of your computer), take out the battery, if you see any silvery things on the battery wipe them off CAREFULLY with a paper towel or Kleenex soaked in a little alcohol (don't bend them), if you have a can of compressed air, blow out the battery compartment, if not, try to get in there with a clean, dry facecloth or towel and swish it around (we're trying to get any dust out of the battery compartment). Seriously, you might even try to blow in there, or put a hose from your vacuum cleaner near the opening just to get the dust out.

Then, put the battery back in, plug in the computer, let it sit for at least 2-3 hours (preferably overnight), then try to start the computer. If it starts up OK, with the computer ON, pull the plug. If the computer stays on, you're good to go. If it dies quickly like before, it's time for a new battery. You can probably find one on eBay, another online store or at a local computer store. Replace the battery and you will be amazed. One of the cells (usually 6) of the battery is dead.

The Battery is DEAD, Very Dead.

You need to buy a new Battery.

Quite possible your battery is dead. Try swapping it out with another one.
