Presidents have claimed the power to withhold information from the courts and Congress, but no clause of the Constitution speaks of such a power, and questions regarding this are contentious and undetermined. The Supreme Court has ruled that presidential communications are protected by a privilege that is "fundamental to the operation of government and inextricably rooted in the separation of powers under the Constitution." Executive privilege, however, is not absolute.

The said information is regarding continuity of operations plans, what happens in case the government needs to continue in a different form after a catastrophic event.

There are two reasons wht a Congressman (with the proper clearance BTW) would be denied this information:

1. The White House doesn't have a plan, and doesn't what that revealed.

2. The White House does have a plan, and it doesn't include Congress in the continuity government, and they don't want that to be revealed.

Any information the President deems too sensitive for release. The Constitution and 200 yrs. of Supreme Court precedent give the President near-dictatorial discretion in determining these matters. After all, security can't be effective when snap decisions have to be made by committee. That's why the President is the only person elected in an interstate election, and that's why he is the only authority on national security.

I dont know anything about this particular representative or case but I can only imagine that it would be due to the fact that far too many democrats in Congress have a bad habit of making public information that should be kept secret which is why they dont want to tell Hillary the SPECIFICS of redeployment plans from Iraq. Everything is political to the modern democrats and that is scary.

Considering that liberals in the democrat party have revealed classified information repeatedly (Sen Leahy and Kerry to name a few), there are lots of reasons.

The question may not be how sensitive it is, but whether the President is exceeding his authority by refusing to give it to them, or whether the Congress is exceeding its authority by asking for it.
