Yes, you can always go out. The length and warmth of the coat, the warmth of the gloves and your speed of return will determine if you come back and how many pieces you will lose.

Yes you can provided that it's not windy and the coat is dry.

In cold conditions you're likely to suffer frost nip, frost bite, hypothermia etc. These conditions all come about when the body loses more heat than it can produce. The three factors that contribute to your body losing heat are cold, wind and wet.

Heat is lost when the surrounding air temperature is lower than body temperature, which is pretty much all the time except on really hot days. The colder it is the more heat is lost and the harder your body has to work to stay warm.

If the air outside is calm and you're wearing a coat then the coat will be enough to create a layer of unmoving thermally insulating air around your body (assuming it's a reasonably good coat and not something like a thin nylon jacket). Note that even if it's calm, when you move about you're creating the equivalent of a gentle breeze.

As soon as the wind gets up it penetrates the outer fabric of the coat and blows away the warm trapped air that's keeping you insulated, at this point you start to cool down and your body works harder to keep you warm.

In very cold conditions a three layer clothing system works best for keeping you warm - a thin, close fitting underlayer to wick moisture away from your body, a thick insulating layer to keep you warm and an outer shell to prevent wind or rain penetration. If there is no wind or rain the outer shell isn't needed.

Oh yeah I got all the gear, except the long black coat. I still find it too hot (well it is all relative after all) so just my business jacket with a scarf and gloves and my knee high boots. :) lol

No, you'll freeze to death. You'll probably need 10 coats on top of each other and the same with long pants.

Sure you can. You can go outside like that for however long you like. It won't be very fun, though.
