Take it to a reputable body shop and get a estimate. If you are unsure of the price take it to a couple more. They should all be within a few hundred dollars of each other.

First off, that painting price depends a lot on what all has to be done. Is your friend in the "car painting" profession? If not, I'd have it done professionally. Not only because it will look better, but you will probably get a warranty on it (like if rust starts to form again within a certain amount of time) and you can also go around town to different paint places and get some quotes and find the cheapest one. On the second part, I don't mean to offend you, but do you want to look like a complete d*****bag whenever you drive your car. You are probably putting more money into speakers and lights and f*g looking rims than the car is actually worth. I'd say it depends about what you should do with the painting, but a big, fat NO with all the other extra stuff.

You'll have to take it to a body shop for a quote. A significant portion of the cost is in the preparation and without an inspection of the car it's not possible to give a meaningful quote.
