you don't buy flash powder. the theatrical stuff you buy online is worthless.
you need to buy two chemicals and make it yourself. reaaaally easy to make, hard to find chemicals. you need potassium perchlorate (potassium chlorate works too but is more unstable) and german dark aluminum (or indian aluminum). the dark aluminum must have a very fine particle size (5 micron or so) or very high mesh 1200+. once you buy them (skylighter.com, firefox-fx.com, ebay.com, etc.) pulverize the potassium perchlorate or potassium chlorate into super fine particles, and mix it in a 70% to 30% ratio by weight with the german dark aluminum.
you now have flash powder...be CAREFUL, 3 grams will knock your arm off, 15 grams will kill you.

Gunpowder, classically, consists of coal and sulphur, acting as fuels, and of some nitrate, which delivers oxygen for the combustion. Flash powders are usually metal-based mixtures, mostly with finely-ground aluminium or magnesium, with some nitrate or chlorate acting as oxygen donor. I don't have any numbers at hand, but I think gunpowder burns rather more slowly than *flash*powder. Guess you could still use gunpowder for fireworks, but any desired explosions would be less spectacular. Don't try to produce either at home.

The way I usually get something I don't have is by asking someone who has some to share. People are good at heart. Don't be afraid to get out there and mingle.

stage supplies or magicians shop would be my first tries. They used to sell flash paper for majic tricks.

It's probably very difficult to find because it's potentially very dangerous. I would not be surprised if you need a license to buy it.
