Have you tried the Windows Software Removal applet? In Windows XP it is called Add/Remove Programs, and in Windows Vista it is simply called "uninstall a Program", and you can find it in the Control Panel under the Programs heading.
If you have Windows XP there is a free program called CCleaner which has a Software Removal Manager. It lists more software than does the Windows Add/Remove applet,so it allows for simpler access to items some may be unaware is even installed on their system. It also more fully removes the program than does the Windows Add/Remove applet or the Uninstall a Program wizard in Vista. Recently it was updated to be compatible with Vista too.

The other features of this program includes: A Cookie Manager which allows for selective retaining of cookies such as the ones which allow for signing in to websites, email accounts, and other types of Online groups; a Startup Manager which enables easy removal of programs from the several folders and Registry keys which determine which programs load at start; a Disk Cleaner which is why it is named as it is C for Crap, Cleaner, lol, it allows for simple and effective removal of unwanted files from the disk(s), a speical folder section for selective cleaning, and last but not least is a super Registry Cleaner which allows for cleanup of orphaned shortcuts, file extensions no longer used, ridding the congestion in the Registry from parts of software and settings the Add/Remove applet fails to rid the system of and other nice issues to rid the Registry of. This enables a simple Registry backup right into a folder of your own creation in My Documents, or Documents if Vista.
Now, if this tool fails to remove this program I suggest you go to one of the Online forums that deals with malware of all types. There is a magnificent tool called HijackThis which you run then upload to a site of your choice. The expert volunteers then analyze the report and give specific instructions on how to rid your system of the offending article and finish cleaning up any mess left behind.
These forums are manned by vollunteers who offer their services free of charge. They spend countless hours coming to the aid of those unexperianced users who despertly need assistance. They have helped rid hundreds of thousands of systems of malware and returned systems back to a good state.
You can find such forums all across the web, just type Hijackthis into your browser and follow the links. The sites require signing up for an account, but this is just so you can post your reports and receive advice from the forum. If you have a Dell, the Dell community forums has its own hijackthis forum for Dell customers. I am unsure of the other large computer manufacturers, but they may as well. Please remember that these forums are not manned by Dell technicians but rather by other Dell owners who help that community with Virus and other Malware issues.

If you block it from your computer, that is a start. If it still does not delete from your computer, you may have caught something.
