One big difference though is that the group in 1984 tried to reduce the size of the English Language, while in contrast, Bush and his cronies like inventing new words and phrases and then telling us all what they mean. So, at the very least Bush doesn't follow 1984 (or the constitution) to the word.

Interestingly enough, they read 1972~1976 and considered it a "how to" manual.
Bush Sr., Cheney, Fielding and Rumsfeld were all involved in politics around the time of Nixon.
When Congress was passing FISA (Foreign Intelligence Surveillance Act), they lobbied Congress to include a provision allowing the executive branch to conduct warrantless wiretaps of suspected terrorists. Congress refused to grant that exception, because the Constitution requires warrants. 30 years later, the same people went ahead and did it anyway.
Those people also worked on the "unitary executive" doctrine, which promotes unfettered executive authority. 30 years later, Bush Jr (with the help of Fielding and Cheney) puts that into action.
History keeps repeating itself. The price just keeps going up.

Perhaps, but Rove has admitted studying and admiring Machiavelli. 1984 is meant to be a warning and these ideological power grabbers would never read anything critical of their plans.

Yes. The "War on Terror" is permanent warfare, as described in 1984. It can be used to justify anything and, unlike a war against a country, it will never end.
