Luckily, you don't need to spend $3000, you can go to a pet store and get a 20 gallon tank for about $40, get a filter that says it is for a 50 gallon tank (about $20), some water dechlorinator for $5, and you only spent $65 for you Goldfish. In a bowl, the Goldfish won't last more than a month.

What ever you do, remember the basics about goldfish. They are cold water fish. They grow to 12-24 inches long depending on type of goldfish. Any fish kept in a tank too small will stop growing, but their innards will not stop. Think about this for a moment. I too would have a hard time justifying $3000 for a goldfish won at the fair. If it were my child who won the fish, I'd explain that, "If it is kept in a bolw or even a 10 gal tank, Its outsides will stop growing but not the insides. This is going to be hurt very bad up to the point it dies. How about we give him a better home at the petstore and bring back one of it's smaller friends who will be happier in a 10 gallon tank." Then let her pick out a fish from the following list:

Betta
Dwarf Gourami
Rusty cichlid

~These are likely going to be even more exotic and beautiful.
~They will not die an agonizing death in as small a tank as
10 gallons.
They will live for years, not weeks/months.

I also won 3 goldfish at a fair just a couple weeks ago. I went to the petstore, and I bought a goldfish starter kit for about $40.00, which included the filter and everything. It's 10 gallons. It's working pretty good for them so far!

oh my god, who told you that you have to spent $3000 ??????
You can go to walmart and buy a 10 gallon tank kit, which includes the filter, hood with light and light bulbs for about $30
Other things you need to buy are goldfish flakes $4, gravel siphon around $10, gravel around $10 for a 10 pound bag, and a water conditioner like Aqua Safe also about $6 a bottle

So that makes about $60, is that to much for taking proper care of a fish?????????????

And if you really care for that goldfish you take that advice and get a 10 gallon tank for him, otherwise he will be dead in less then a year

Hope that helps
Good luck

Go to Walmart and get the 10 gallon starter kit.
It has everything you need to start and it's not expensive.
Make sure it includes a book on caring for them, if not, get one one the way home.
Follow the directions on de-chlorinating the water, and you're all set.

Good luck

EDIT:
BOWLS KILL FISH. That's probably not a concern of yours, but I just wanted to say the fish won't last long in a bowl.

A goldfish bowl is fine. They do not necessarily need a tank. Mine was fine and healthy in a bowl.

The goldfish bowl should work fine, just make sure you purify the water with a made-for-fish-bowl purifyier.

Kepp the goldfish bowl.
Just remeber that fish have needs to:
Clean water, appropraite feeding, water temperature, and belive it or not, they can get lonely.
Depending on the fish, get a buddy for him, so that your daughter may feel better about leaving him.
