because when the SO3 is dissolved into water it forms an aqueous acidic solution of sulfuric acid and it is known that acids(some like nitric acid) have a low pH.
equation:SO3(g)+H2O(l)=H2SO4(aq)

SO3 + 2H2O ===> H2SO4

H2SO4 ===> H+ + HSO4-

HSO4- ===> H+ + SO4=
