I know what you mean when you say targeted at the UK, tax legislation etc is different in every country.

'Your money or your life' by Alvin Hall is a great book - covers the basics which are universal and the specifics of tax/pension legislation in the UK.

Any book on personal finance specifically targeted at ANY country is bogus. Financial principals are UNIVERSAL.
