The Patriot Act doesn't grant any ability to declare martial law, or any ability to suspend the elections. It doesn't do that. Read it.
Yes, Bush might try to suspend the elections. But it has nothing to do with the Patriot Act, or his signing statements. It has to do with his belief in the "unitary executive" and that the executive has no checks or balances from other branches.
Yes, Bush is acting like a dictator. But the Constitution sets an absolute limit on his term (20th Amendment, Section I).
So, unless he gets the military to enforce his orders -- thus turning his political coup into a military coup -- nothing he says after 12:01 pm on January 20th 2009 matters at all.
And if the does try to get the military to stage a coup, we deal with that then.
EDIT (as requested): Yes, I've read these directives. However, they have no force of law. Just like Bush's signing statements that he's intending to ignore certain legal requirements included in statutes have no force of law. All they are are admissions that Bush intends to violate the laws. Which is nothing new to anyone.
Without the military and federal agents enforcing this action, it's meaningless. And if the military does try to enforce these requirements to suspend Congress, I suspect several million people are finally going to say "enough" and it could get rather messy.

No, I don't think you're paranoid! I think what you're looking for is not in the Patriot Act, but directives that concern National Emergency:
On September 21, 2006, Bush submitted a continuation of national emergency, thus renewing Proclamation 7463 of September 14, 2001.

3. negates any requirement that the president submit proof of the existence of a National Emergency to Congress

A worse scenario would be if Bush either had his death faked, or resigned. This would put Cheney in charge, and able to rule for another 8 years if he could get elected. HE could cause a crisis, or simply have a very popular running mate in 2008. It's corrupt Rome all over again. Yet, I must say, it has awakened many Americans to the Constitution, and that is a fantastic thing. ESPECIALLY the BILL of RIGHTS!!! (The first ten amendments to the Constitution).

This is the reason we are becoming a nation with two side. People that always have to view they point with out any morales. Cut and Run, bud I dont know if you have seen or really heard what is going on over there. When was the last time you really looked at what was happening. Lies put this country into a war that should of never happened. If you are a cons, then you do understand what lie means dont you. shesh. We are going to be in Iraq for as long as the cons party allows us to be. I guess that cons poster just does not want to open his eyes to the mess you all have created over there. Why not change it up because nothing Bush is doing is working. I just dont understand why the cons party does not want to look at option. With out change and growth, you have death and decay. One plus One equals two and that is all we are getting out of Iraq. Funny how the libs have talked about option and yet the only reply to options is cons saying cut and run. How many more of are troops have to die because you will not look at option cons party.

You are a bit paranoid but you are also correct in the "president for life" concept. Bush, Rove & Cheney are nothing more than corrupt businessmen who failed in their previous lives. They have zero morals and have even alienated the core of the Republican party, the appalling "Christian" coalition.
But like Putin and Chavez, they will hang on to power as long as they possibly can, even if it means sabotaging the 2008 election in their favor.

You are being paranoid. I'm no Bush lover, far from it, but the elections will proceed as scheduled. Any coup (which is exactly what you are suggesting Bush will attempt) requires the backing of the military and our military would not back an attempt by this or any other president to declare himself dictator.
George Bush is in a complete no win situation. After WWII and the atrocities committed against the Jews became public we (the United States) swore that never again would we allow people to be slaughtered indiscriminately. Well, we do. Now we invade Iraq on the pretense of WMDs but let's face it, the majority Shiites in Iraq WERE being slaughtered by Hussein. So what do the liberal citizens of the United States say? We never should have gone there. I'm a liberal but I can't stand the two faces of liberalism. From one side of our mouths we say the United Stats should prevent holocausts and from the other side we say our military shouldn't be involved. It's a joke.

YOU OPEN a VERY GOOD BOOK OF Possibilities here that I am only certain chenney and Bush have thought about themselves.
What everyone has to do is contact there state representative and have CONGRESS ACT NOW, to strip Bush from the power hes recently given himself in his MAY 07 Homeland policy that could in fact keep him as president in state of emergency.
IF people dont do this, then congress wont do anythign baout it, and we will see Bush and chenney in 08 still in office.
CALL THEM, write your congres people.
Thy might be aware, but dismiss it.
Dont let them.
P.S. - you asked -- are you saying with the wording you've stated tha another 9/11 doesnt activate his newly created presidential power?

I guess that remains to be seen, but if it does happen, then all us 'libs' will have to be a little stronger and not fear being called paranoid, or unpatriotic. Cons are all brainwashed, so what you are saying is not a delusion, it is the reality they refuse to face. If and when Bush does declare national emergency, they will make excuses for him then too.
